The SCO University functions as a network of existing universities in the SCO member States:
and observer countries: India, Iran, Mongolia, Pakistan. Training of highly qualified personnel within the framework of the SCO University is carried out in the priority areas of cultural, scientific,educational and economic cooperation of the participating countries. Organizations: regional studies, ecology, energy, IT-technologies, Nanotechnology.
Goals and objectives
The University should function as a network of existing universities in the SCO member States, as well as observer countries (Mongolia, India, Iran, Pakistan). Training of highly qualified personnel within the framework of the SCO University should be carried out in priority areas of cultural, scientific,educational and economic cooperation of the member States of the Organization (energy, ecology, engineering, metallurgy, materials science, construction, transport, fuel and energy, history, linguistics, IT-technologies).
The objectives of the SCO University are defined in the framework of the SCO by multilateral legal acts adopted by the SCO member States and consist in:
strengthening mutual trust and good-neighbourly relations between the SCO member States;
development of integration processes in education, science and technology;
giving a new impetus to the expansion of multilateral educational, scientific and cultural cooperation;
expansion of opportunities for young people to receive high-quality modern education, and for teachers and scientists – to develop scientific contacts;
to promote effective cooperation between the member States of the Organization in the political, trade,economic, scientific,technical and cultural fields.
At the moment, the creation of a full-scale SCO University seems premature for a number of factors:
lack of regulatory framework for mutual recognition of joint diplomas by all SCO member States;
partial discrepancy of educational standards of the SCO member States;
lack of high-bandwidth Internet lines, which makes it difficult to make full use of modern electronic learning environments, multimedia and telecommunication technologies;
the complexity of coordination of forms and mechanisms of co-financing in accordance with the SCO decision-making norms.
In this regard, the priority activities for the establishment of the SCO University should be aimed at solving the following main and additional tasks:
expansion of exchange of pupils, students, postgraduates, doctoral students and scientific and pedagogical workers;
increase of scientific and academic cooperation;
introduction of modern educational methods and technologies;
creation of mechanisms for recognition and equivalence of documents on the SCO University education by the SCO member States and the world educational community.
expertise and recommendations in specific areas of SCO cooperation;
training of personnel for SCO structures and affiliated organizations;
establishment of a network of language courses (Russian and Chinese) and country studies.
Cooperation between the participating States in the establishment and functioning of the SCO University is at the level of educational institutions of the countries with the involvement of leading educational institutions
